EMSC grantees are required to collect data for each performance measure.
The performance measures represent a focused priority and direction for EMSC partnership grantees for the next several years. Beginning in fiscal year 2007, state EMSC partnership grantees were required to provide baseline data for each specific area of the performance measures, and annually thereafter through 2011. The new performance measure data collection started March 1, 2010 and ended February 28, 2011. The Federal Program required a minimum 80% response rate for each performance measure requiring data to be collected (measures 71, 72, 73, 76, & 77) and data collection was restricted to a 3-month period from the date of survey launch.
The details of how this is to be accomplished are contained in the implementation manual, but in essence, grantees will report a numerator and denomiator, Yes/No answer, or a score for each measure in the HRSA electronic handbook (EHB), followed by supporting documentation for each answer with submission of their grant continuation application. Many of these performance measures will require you to collect data. Make sure you understand the data collection principles we describe on this website to help you on that path.
Grantees cannot consider themselves as having met a measure until or unless they get a letter from HRSA acknowledging them having met it.
Federal EMSC program staff realize that it will be challenging for states to fulfill all measures by 2011, but each state can identify areas where progress is most feasible and focus program efforts accordingly, and can receive specific help from NEDARC and/or HRSA in this effort.
